After 1989, when it was possible to speak and write about crimes of the Communist in public, need was felt to build a worthy memorial to its victims. Various locations were considered, but finally an attitude became stable to build the memorial at the foot of Petřín in prolongated line of Vítězná Street. A tender was announced for the memorial establishment, the tenderee was district of Prague 1 and the capital of Prague, co-operating with Confederation of political prisoners. Deadline for submitting offers was 31st May 2000.
     According to statement of twenty-member jury, the most suitable of thirty-five received offers was the one by sculptor Olbram Zoubek, who was personally persecuted by the Communist regime in his life. The mentioned artist was challenged to realize the memorial with his assistants, who were architects Zdeněk Hölzel and Jan Kerel.
     Memorial has been created of monumental narrowing stairs of quality smooth concrete with 26 steps. On that there are placed seven bronze sculptures in slightly larger-than-life size. Bronze is enchased and darkly patinated on its outer surface. In the front of crowd there is one statue, the others are fading away and changing in torsos which symbolize the victims – citizens. It is a man, who is being destroyed by totalitarian power, but he is still standing and opposing. In axis of the stairs there is placed a bronze strip along the whole length. There are stated sad facts on that: 205 486 convicted, 248 executed, 327 died during illegal crossing the boundaries and 170 938 people emigrated.
     Ceremonial unveiling of the memorial took place on 22nd May 2002.
